The practice of corruption continues systematically and forms a duality between structure and actor. In reality, both play a role in aggravating the deviant behavior. Since the corruption has become systematic, its elimination must also be done in a systematic and comprehensive way. All of the component parts within the structure must be analyzed and handled step by step in order to eradicate or least, to minimize the corruption practices. Of great importance is an unfailing political will of the power-holders, i. e. the president must push and enhance the moral apparatus to more seriously undertake the eradication of corruption practices.
